Germany has the most advanced packaging compliance infrastructure in the EU, with a mandatory deposit return scheme (Pfand) operational since 2003, the LUCID EPR registry, and the Verpackungsgesetz (Packaging Act) providing a comprehensive national framework. Germany's experience provides a model for other EU member states implementing PPWR requirements.

Deposit Return Scheme (Pfand)

Germany's Pfand system covers single-use plastic bottles, glass bottles, and metal cans. Deposits range from €0.08 to €0.25 depending on container size. The system achieves collection rates above 98% for covered containers. Germany's DRS is operated by Deutsche Pfandsystem GmbH (DPG) and uses a network of reverse vending machines (RVMs) at retail outlets.

LUCID EPR Registry

The LUCID (Lizenzierungs- und Datenmeldungssystem) registry is Germany's mandatory EPR registration system for packaging. All companies placing packaging on the German market must register in LUCID and report packaging quantities annually. Non-compliance can result in market bans. Germany's EPR system is operated by multiple competing Producer Responsibility Organisations (PROs) including Der Grüne Punkt, Landbell, and Reclay.

Verpackungsgesetz (VerpackG)

The Verpackungsgesetz (Packaging Act), in force since 2019, implements the PPWD in Germany and will be updated to implement the PPWR. It requires packaging to be minimised, recyclable, and registered in LUCID. The VerpackG sets recycling targets by material and requires EPR fee eco-modulation based on packaging recyclability.
